Purchasing special land

A friend of mine stated that he and some of his close friends purchased some land from the city for $1. In order to purchase this land, they had to purchase another building close by for an inflated price. It was discovered that the $1.00 land they bought was brown field.  It was located near an underground water source that was considered unbuildable at one time.  He made an inquiry as to what had to be done to make this land buildable.  They had to spend several hundred thousand dollars to replace the brown soil.  Then the mayor of the city told him he had to build a place that sells liquor.  He is a non-drinker, and felt that was contrary to his wishes.  In order to complete the real estate transaction, a place that sells alcohol was built.  Now the owner of this business is slow in paying his rent. What must he do now?  He had to invest a lot of money on this project and is a honest man.  I wish him luck in his endeavors.

This is a true story and therefore I am not listing the city, mayor or property owners.
