Whom Did They Negotiate With?

Furthermore, special meetings of two County Board committees plus a financial cost analysis of a prospective union agreement would have to be done before the full board could vote on a union deal, said Supervisor Joe Sanfelippo, chairman of the County Board's Personnel Committee.


Even more crucially, the county and the union do not yet have a tentative agreement, County Board Chairman Lee Holloway said Monday.


"Although District Council 48 voted on a number of concessions over the weekend, the terms of this package differ from what the county's negotiating team was authorized to achieve," Holloway said in a statement.  "DC 48 has only approved its own offer to settle."


So whom did the union negotiate with?  Sounds more like they were dictating.  Maybe that is how they are used to negotiating.
